OSCE Chairman Alexander Stubb said that he couldn't "make the judgment on who started the war, or how it actually started," and that the OSCE's instruments "are very limited — eight unarmed military observers, compared to the intelligence services of the rest of the world." On 5 August 2008, the tripartite monitoring group, which included Organization for Security and Cooperation in Europe (OSCE) observers and representatives of Russian peacekeepers, issued a report that confirmed attacks against ethnic Georgian villages. The report also stated a 1992 ceasefire agreement was breached by the use of heavy artillery against the Georgian villages located in South Ossetia. The Wall Street Journal (WSJ) wrote that in an interview Grist admitted to crossing through Russian lines without authorization on his own initiative to determine the facts. Due to this fact, he was forced to resign from the OSCE immediately after the war.

In Canada, naloxone single-use syringe kits are distributed and available at various clinics and emergency rooms. Alberta Health Services is increasing the distribution points for naloxone kits at all emergency rooms, and various pharmacies and clinics province-wide. All Edmonton Police Service and Calgary Police Service patrol cars carry an emergency single-use naloxone syringe kit. Some Royal Canadian Mounted Police patrol vehicles also carry the drug, occasionally in excess to help distribute naloxone among users and concerned family/friends. Nurses, paramedics, medical technicians, and emergency medical responders can also prescribe and distribute the drug. As of February 2016, pharmacies across Alberta and some other Canadian jurisdictions are allowed to distribute single-use take-home naloxone kits or prescribe the drug to people using opioids. Following Alberta Health Services, Health Canada reviewed the prescription-only status of naloxone, resulting in plans to remove it in 2016, making naloxone more accessible. Due to the rising number of drug deaths across the country, Health Canada proposed a change to make naloxone more widely available to Canadians in support of efforts to address the growing number of opioid overdoses. In March 2016, Health Canada did change the prescription status of naloxone, as "pharmacies are now able to proactively give out naloxone to those who might experience or witness an opioid overdose."
The agency projected total energy investment of $3.4 trillion in 2026, with oil investment falling for a third consecutive year to below $500 billion, while natural gas investment rose to $330 billion—its highest in a decade—driven by new LNG projects in the United States and Qatar. Coal investment was projected to reach $180 billion, the highest since 2012. As a result of the Brussels raids, police arrested several key figures, including Eva Kaili; Antonio Panzeri; Francesco Giorgi, Kaili's life partner and an adviser of the Italian MEP Andrea Cozzolino; Alexandros Kailis, Kaili's father and a former Greek politician; Luca Visentini, the general secretary of the International Trade Union Confederation (ITUC); Niccolò Figà-Talamanca, Secretary-General of the NGO No Peace Without Justice. At Panzeri's home, police reportedly found €600,000 in cash, with additional cash discovered at Kaili's father's home, his hotel room and the residence shared by Kaili and Giorgi. The total cash seized during the raids was €1.5 million. After her arrest, Kaili was detained at the Saint-Gilles Prison before being transferred to Haren Prison five days later.
